ZEC Speaks Out On The Kariba Ward 8 Voters' Roll

The Zimbabwe Electoral Commission (ZEC) says it has no right to deny citizens their right to register as voters as long as they provide acceptable proof of residence.

This follows allegations of the existence of anomalies on the Kariba Municipality Ward 8 voters’ roll where 87 people registered as voters used stand number 1110 Chiwara as their place of residency. It is further claimed that the said stand is a non-residential stand.

In a press statement on Tuesday, 3 May, ZEC Chief Elections Officer Utoile Silaigwana said those who have concerns over the alleged anomalies on the voters’ roll should raise their objections as provided in the Electoral Act. Read the statement:

The Zimbabwe Electoral Commission would like to put the record straight on allegations of anomalies on the Kariba Municipality Ward 8 voters’ roll.

Concerns have been raised that over 87 people registered as voters on stand number 1110 Chiwara, a non-residential stand.

The public should know that as long as prospective registrants produce acceptable proof of residence, the Commission has no right to deny them the chance to register as voters.

The Commission has no way of ascertaining the veracity of one’s claims at registration, especially as they relate to a residence and it is incumbent upon the applicant to proffer correct information as failure to do so constitutes an offence in terms of section 37(2) of the Electoral Act.

It is also pertinent to note that the Electoral Act permits voters registered in the same ward/constituency to object to the retention of any name on the voters’ roll setting out the reasons for their objection which could be that the person does not reside in their constituency.

The voter registration officers would then look into the issue and either uphold the objection or reject the objection after following due process.

The Commission encourages those voters in ward 8 of Kariba Municipality with such objections to approach the Commission as per the provisions of the law.

This practice is rampant in most urban areas. There are reasons why people do it. Mostly these are lodgers who always move from place to place. To make sure that their registration is secure, they register as if they stay at relative given address. I know very well that Mr Silaigwana is a lawyer who joined ZEC from the army. In his explanation he clearly states that one who knowingly gives false information to ZEC commits an offence in terms of section 37(2) of the Electoral Act. But surpringly, Mr Silaigwana does not tell citizens that ZEC has given its Kariba Office instructions to report the 87 People to Police for investigations. This is food for thought Mr Silaigwana !!!!!

Nimrod this is rigging at it's best. Hw can people register to vote where they do not reside worse there is no residential dwelling. this is only a tip of the ice berg. I suggest this irregularity arose after one of the political candidate representing ward 8 assists his or her followers to register during BVR and they were happen to be registered using one address

ZEC has been very open, it suggested that political parties come together and do their own collation of results and then compare them with those of zec. This will not be done because there are some people who feel they are too big and too important to work with minions yet they claim they want to represent all Zimbabweans.
Now zec says its the responsibility of the residents of the ward to raise complaints about voters with non residential addresses so that they can be struck of the roll. Chances are Noone will take it up because they don't know to which political party these people belong so are afraid of prejudicing themselves of votes.

We complain of lawlessness yet we do nothing about it.

This is a joke. So they must provide the voters roll to all the residents so that residents can check and then complain about those that should not be residents. Why reducing election management to a joke? Why not have a process that is fool proof and managed properly. Why should residents come and rescue this system?
