Harare City Council is responsible for maintaining and upgrading the drainage system to ensure that it can effectively manage stormwater and prevent flooding. The city has been facing challenges with its drainage infrastructure due to population growth, urbanization, and lack of maintenance. The drainage system has been overwhelmed by heavy rainfall and poor drainage design which has led to flooding in low-lying areas. There have been efforts to upgrade the drainage infrastructure and preventative measures put in place to reduce the impact of flooding, but more work needs to be done to improve the overall effectiveness of the system.
