The letter from treasury which is dated 28 April 2020 from the Ministry of Finance and Economic Development that was signed by George Guvamatanga, directs all line ministries to stop the “processing of domestic allowances and to reverse all transactions processed in the PFM system and redirect such resources towards COVID-19 interventions.” Guvamatanga, the Permanent Secretary in the Ministry of Finance, also indicated that although it was essential to incentivise workers, prioritising allowances when the government is grappling with the deadly coronavirus pandemic was irrational.
