The government is seeking reform the Labour Act through the Tripartite Negotiating Forum (TNF). The ZCTU is one of the parties of the TNF. The TNF consists of the government, employers and employees. ZCTU president, Peter Mutasa said the union rejected the State sponsored draft because the government had not adequately consulted the other parties.
