However, the Harare Residents Trust (HRT) have dismissed the threats as being illegal without a valid court order. In fact, HRT is urging ratepayers to pay a minimum of $10 dollars per month. They claim that the city authorities are abusing the money for rates by paying mega salaries to executives.
