The lawmakers argued that Mnangagwa was not a legitimate president after his party, the ruling ZANU PF, allegedly connived with the Zimbabwe Electoral Commission in 2018 to manipulate presidential election results in favour of Mnangagwa. They also argued that attending Parliament when Mnangagwa attended or standing up when he comes in or goes out was tantamount to endorsing his presidency and results of the 2018 election. There has been debate over whether Parliamentarians should stand up or not with some saying that there was no legislation obliging them to stand up for the presidency. Others argued that albeit the absence of written legislation, it was incumbent upon legislators to rise as a sign of respect to the presidency since that has been the norm for a sustained period of time.
