Kwenda said: > It is trite that the system/computer programme used in allocating agricultural land is intelligent in that when one tries to generate an offer letter for land already given to another citizen, an alert pops up. In this case, an error had been made in the description of the land by the provincial allocations committee when first respondent (Matutu) requested that it be allocated to him. The second respondent (Lands ministry) did not realise that the land was already taken. Matutu was recently suspended from ZANU PF after he and the party’s Youth League leadership allegedly violated party code of conduct when they named and shamed cartels bleeding the economy.
