Gweru Residents and Ratepayers Association chairperson, Cornelius Selipiwe, said that it was difficult to make commissions accountable. Selipiwe said: > In Gweru, immediately after appointment the commission took money and bought laptops. They then went to Holiday Inn in Bulawayo where they were booked for several days being trained on how to use computers. > This was almost US$30 000 spent. Combined Harare Residents Association programmes officer, Rueben Akili, conceded that commissions were essential where there are misunderstandings between residents and the local authority as the case is with Bulawayo right now. He, however, warned that it was difficult to get rid of them even when they would have accomplished their missions saying it took Harare seven court cases to boot them out.
