Charamba also said that delays in attending availing funds to students in Russia was as a result of the cabinet reshuffle. The changes that the President triggered through the latest Cabinet reassignments indicate how seriously he takes, not just manpower skills development for the country, but also a coordinated management of scholarships that come our way through the generosity of foreign governments.
