The ministry is headed by Vice President Emmerson Mnangagwa. According to the report by the parliamentary portfolio committee on Justice Legal and Parliamentary Affairs, the ministry owes the water authority thousands of dollars dating back to 2013. The committee noted > More than $5m is owed to ZINWA, local authorities and ZESA due to inadequate funding for the past four years The report also detailed that the ministry is spending a lot of money in travelling allowances for top officials instead of paying for essential services.
