There Will Be No Independent Audit Of The Voters' Roll - ZEC

The Zimbabwe Electoral Commission (ZEC) said it will not allow for an independent audit of the voters’ roll as it is against the Electoral Act.

In a statement, ZEC Chief Elections Officer Utoile Silaigwana said registered voters will be able to check if their names are on the displayed voters’ roll that will be used for the upcoming delimitation exercise on dates to be advised. The statement reads:

The Zimbabwe Electoral Commission (ZEC) would like to inform the public that it will always make available copies of the voters’ roll upon request in accordance with provisions of the law as outlined in Section 21 of the Electoral Act. ZEC has nothing to hide as alleged in some press reports.

The Commission is also reminding the public that it is an offence to use provided voters’ rolls for other purposes unconnected to an election as stated in Section 21(7)(ii) of the Electoral Act.

The voters’ roll which will be used for the upcoming delimitation exercise will be available for inspection to members of the public on dates to be advised after it has been legally closed for delimitation on 30 May 2022. Hard copies will be displayed at all polling stations.

The onus will be on each registered voter to check if their names are on the displayed voters’ rolls and whether their details are correctly captured.

This is the verification method currently provided by the Electoral Act which the public should undertake.

Please note that the law does not provide for the independent audit of the voters’ roll hence the Commission will not yield to any amount of pressure exerted on it to act ultra vires its governing Act and Constitutional mandate.

Let us give ZEC time to do its work without disturbances. We are happy if ZEC does its work according to the Electoral Act and the Constitution. Just last week, it gave citizens the roadmap for full Delimitation. Three or four months ago ZEC published its 14 Electoral Reform proposais which they sent to Parliament.

The ZEC explanation is very clear.The onus is on the registered voter to check if details entered are correct.That is the law. Currently there is no provision for third party audits of the Voters Roll.

ZANU doesn't believe in The Rule of Law, it believes in Rule by Law. If you're transparent, there's nothing to hide - you share all information so that not only are you credible, but you have to be seen to be credible. But very often it's those who have something to hide who hide behind legal niceties. There is no law that says ZEC's Voters Roll should NOT be independently audited.

Given the accusations of partisanship and opacity (lack of transparency), it behoves of ZEC to lean backwards and allow independent audit of their work. Besides audit is an essential service to every activity, business, personal and government. There are auditors everywhere, not necessarily limited to financial audit but systems audit (SAZ, ISO Certification, Voluntary Media Ombudsman etc.). And by the waythe latter are not legalrequirements, but voluntary for publicto gain confidence. Therefore why can't ZEC voluntarily open their voters roll for audit if they have nothing to hide?

ZEC's refusal to allow the inspection of the voters roll has bad intentions.It wants to hide ghost voters.How in the first place can it employ pple with interests in positions of influence?

The law is very clear and to the point. I don't know why some unscrupulous elements seek to create their own rules so that they can get media attention. Offenders who incite public violence and despondency using the wrong reasons must be brought to book.
