Mnangagwa's Spokesperson Threatens Harare Mayor Over Pomona Waste Deal

Presidential spokesperson George Charamba has threatened Harare mayor Jacob Mafume with arrest for opposing Cabinet’s decision to endorse the US$240 million Pomona waste management deal for the city.

The threat comes after a Harare City Council (HCC) special meeting last week resolved to suspend the deal between Netherlands-based Geogenix BV company and HCC, which will see Geogenix BV pocketing US$22 000 per day for 30 years.

Charamba yesterday told NewsDay:

The government is not taking over the Pomona project, but is merely approving the project. The project owners are the Harare City Council and what the government is simply doing is to approve, and there is a difference between approving and taking over. The council voluntarily took the project to the minister (Local Government) for consideration. The minister cannot disown the minutes that he took to Cabinet.

If this little lawyer whom you call the Mayor of Harare (Jacob Mafume) insists on opposing the Cabinet decision, he must know for sure that we will end up locking him (up) in prison. He will be a suitable candidate for Chikurubi (Maximum Security Prison).

But Mafume, a Citizens Coalition for Change (CCC) councillor remained adamant, saying he was unmoved by Charamba’s threats.

How does he run government by threats? What crime have I committed? If it’s a council decision, then we no longer want it. Why does he threaten me all the time? Does he want me to die in Chikurubi? Why does he want to kill me for saying the truth?

The Zimbabwe Anti-Corruption Commission (ZACC) has been petitioned to investigate the circumstances leading to the controversial agreement.

Civic society groups and residents’ groups have also questioned the corrupt deal as it is likely to cost taxpayers.

Last week, HCC was handed a US$750 000 bill by Geogenix BV fronted by businessman, Delish Nguwaya, but the local authority refused to foot the bill.

Centre for Natural Resource Governance director Farai Maguwu said the government’s insistence that the project should go on despite that it is mired in corruption proved that some powerful people could be involved.

He pointed out that the fact that Nguwaya, who has also been mentioned in the multi-million dollar Drax saga for the purchase of COVID-19 personal protective equipment, is involved was enough to raise a red flag.

Political analyst Vivid Gwede said the project exposes how central government interferes in the running of councils.

Jamwanda does not know where his job of Presidential spokesman bits and ends. Threatening an officially appointed Mayor of Harare and a lawyer is not part of his job. He is a loud mouth good for nothing and should know when to speak and when to shut his big mouth. That project is a feeding trough for some corrupt ruling party faithfuls and council was right to block that deal. It's a liability to Harare residents. How can a four roomed house and a borehole cost USD 750 000 to start with? Is just USD 100 000 not enough for the house and borehole? Stop looting council funds you ruling party cabal pushing for this project using Mwonzoras councillors in Harare city council to approve the deal. No more looting by this local government minister and his cabal !!! !! !

If Harare City Council are the owners of the Pomona Deal, as the unkempt & verbose Charamba says, then the HCC counsellors have the right to revoke the contract in Toto. It's called 'the right of first refusal' in terms of contract law. Charamba also says, the government is not a party to the Pomona contract, but just an Approver. So as a third party Charamba & the Executive cannot seek to enforce a contract in which they are not a party. The onus is on Geogenix BV to approach the courts & seek remedies for breach of contract or an order for specific performance against the HCC. Charamba is not the spokesperson for Geogenix BV - they can speak for themselves if they feel agrieved. It is unlawful for Charamba to issue threats in an effort to foist down the throats of HCC counselors, a contract in which there is no consensus ad idem amongst the primary parties.

On the other hand, Charamba is loyal to Chiwenga, & he purports to speak on behalf of ED in such a crass & uncouth manner in order to make ED unpopular. Charamba is engaged in a clandestine ploy to decampaign ED by speaking in such a way that that discourages Zimbabweans from voting ED. Whichever way it goes ZANU PF must go.

If I had doubts about the genesis of this nefarious deal, this dispels it entirely. Someone up there ☝🏽, way up there ☝🏽☝🏽☝🏽, Numero Uno is behind it all. As my learned friend Dr. Herc said, its a looting vehicle.

Unfortunately thos may rebound, boomerang with catastrophic consequences. Someone has inadvertently campaigned themselves out of Harare. So for once I would like to thank Jojo Chiramba, July Moyo, Mutizwa, Delish and the twins for a job well done. CCC doesn't need to campaign in Harare any more. Pity because of the by-elections, you can't replicate this deal in any other towns.

Bernard Manyenyeni, Elias Mudzuri, Muchadei Masunda all cried about the quality of councillors that people vote for. We have councillors who can hardly read and write, we have councillors without five O levels, we have councillors voted in because they had the courage to stand against zanupf, we have councillors who are not rate payers. These people are out there to enrich themselves and not provide services.
This is a very big deal that probably enriched a lot of the councillors that approved it not ignoring the fact that they could have approved it out of ignorance and incompetence.
One former mayor stated that these councillors do take bribes from anyone who can afford to approve some deals and policies.

Harare residents and residence of other towns and cities need to understand that council business is not for illiterate people that they vote for.

CDE blabbermouth George Charamba is at it again. This time around he is threatening a full Harare City Mayor for seeking to understand fully a piece of a deal he found in the office after a dubious suspension. Firstly it was a full council seating which suspended the deal and set up a committee in order to understand it fully. Blabbermouth George Charamba has exposed himself that he is ignorant of the law. No policeman will arrest Mayor Mafume for wanting to understand his job. George Charamba's action coupled with Minister of Local Government's action cast doubt over legality of this deal.

Ironically that deal has to be nullified. I totally agree with Mayor Mafume, its a cost to HCC. It is much cheaper for HCC to buy equipment and construct their own plant rather than this deal. In project management we need to assess on the Payback period, since we have lost for 30years, will the plant generate the same revenue we we losing per year? Some of our decision makers need to be schooled with Project Management Basics.
