Job Summary

Applications are invited from suitably qualified and experienced hands-on persons to fill the above posts which has arisen in the Engineering and Technical Services Department:

Duties And Responsibilities

DUTIES AND RESPONSIBILITIES:

The incumbent will report to the Roads Superintendent. He/she will be responsible for the following:

  • Plan, supervise and coordinate daily roads department operations and projects
  • Maintain City road sign safe and serviceable condition consistent with adopted standards.
  • Supervise roads department employees;
  • Assist Emergency Services during disasters.
  • Conduct and assist with on the job training in road maintenance methods.
  • Conducts routine road patrols/inspections to ensure all standards are maintained and schedule required work on a priority basis.
  • Administration for personnel and recommend special training requirements
  • Respond, in a timely fashion, to all complaints ensuring corrective action is taken.
  • Investigate/report all unauthorized roadworks activities within the City.
  • Ensure all Health and Safety policies and procedures are being followed by all staff and contractors
  • Maintain a work environment that promotes staff participation, teamwork and positive labour relations.
  • Track maintenance activities and prepare reports using computer programs.
  • Perform other roads department duties delegated by the Superintendent.

Qualifications And Experience

THE PERSON SPECIFICATIONS:

The incumbent should be a sober mannered, responsible, adaptive, innovative and technology-embracing character possessing the following

minimum qualifications:

  • Certificate in construction specializing in road construction and /maintenance from a Government of Zimbabwerecognised institution
  • A minimum of five (5) years traceable, hands-on relevant experience in road construction and /maintenance, 3 of
  • which should be at supervisory level.
  • A minimum of 5 ‘O’ Levels including English and Mathematics.

OR

  • A minimum of ten (10) years traceable, hands-on relevant experience in road construction and /maintenance, both gravel and sealed roads in a local authority or government set-up
  • At least 5 years experience at foreman level or better
  • A good appreciation of Mathematics with good spoken and written English
  • Must be computer literate with knowledge of Microsoft Office packages such as Word, Excel and Power Point.
  • Road infrastructure costing appreciation
  • Possess report writing skills.
  • Knowledge of storm water drain and culvert construction and maintenance
  • Knowledge of road maintenance practices and road repair techniques in all weather conditions;
  • Knowledge of paving and paving materials.
  • Knowledge of safe gravel pit practices;
  • Ability to communicate well and supervise others;
  • Ability to carry out rapid road condition surveys;
  • Team player;
  • Ability to interact with the public in a courteous and responsive way;
  • Knowledge of preparing acquittals for Road Fund disbursements is an added advantage
  • Urban local authority experience is a distinct advantage
  • Possession of a clean class 3 or class 4 drivers’ license is an added advantage
