Job Summary

To provide technical logistics expertise and guidance in support of the BRC International Strategy and delivery of the Regional Action Plan (RAP) objectives through programmes and emergency responses, and to the logistics development of National Society (NS) partners within the region. To support and monitor deployment of logistics and supply chain resources within the region, and feed into the Logistics & Supply Chain Team Action Plan (TAP).

Duties And Responsibilities

BRC Supported Programmes

  • Drive, and be accountable for, the assessment, design, implementation and monitoring of logistics and procurement support to BRC bilateral programmes.
  • Conduct regular follow-up and Due Diligence visits to partner NSs to assess their capacity, systems, policies and processes, with a focus on logistics, supply chain and procurement. Identify strengths and weaknesses which may impact the successful delivery of BRC supported programmes.
  • Support the Country Cluster Managers to identify and manage potential logistics and supply chain related risks, providing input to risk registers, proposing adequate controls, planning resourcing and ensuring mitigating actions are incorporated into NSD plans
  • Provide logistics input to project planning through the International Quality Methodology (IQM) process and validate plans from a Logistics & Supply Chain perspective.
  • Work with implementing National Societies (NS) to ensure all logistical components of BRC programming are compliant with legislation, regulations, internal and external policies (including donors), standards and best practice. Specifically:
  • Make recommendations on procurement of goods and services
  • Ensure effective tendering processes
  • Guide processes required for effective cash and voucher assistance activities.
  • Review and validate procurement processes on behalf of BRC in line with our grant agreement and relevant logistics and decision-making policies.

National Society Development (NSD)

  • Support National Society partners to develop the logistics and supply chain components of NSD Plans (also referred to as NS Logistics Development or NSLD):
  • Engage at senior partner NS level to ensure common understanding of NSLD scope and remit.
  • Advocate for use of BRC due diligence, NS Organisational Capacity Assessment and other KPIs to identify strengths and areas for development.
  • Assess current requirements and NS Strategic plans to help identify actions required to address any gaps.
  • Support the development, implementation, monitoring and review of the logistics components of NS Strategies and NSD Plans.
  • Implementation of NSLD activities (in coordination with the NS and Country Manager):
  • Identify, negotiate and agree upon BRC contributions towards NSLD activities.
  • Design and develop appropriate competency development and training.
  • Support development of the required Supply Chain strategies, resources and logistics capacities in line with logistics support demands.
  • Ensure coordination between the NS, other Red Cross Movement (RCM) partners and associated functions such as programmes, HR and Finance throughout.
  • Monitor progress against NSLD plans, identify variances, propose, design and implement corrective actions and report to stakeholders.

Emergency Response

  • Provide input to BRC's Emergency Appeals analyses and Emergency Task Forces (ETFs) in the region.
  • Advise on logistics HR (identifying needs, input to JDs, matching candidates through surge, register, secondments etc). Assist with briefing logistics and non-logistics delegates for deployments and provide technical advice and guidance throughout.
  • Liaise with the BRC Country Manager, SLSCM, LOGED and Emergencies teams on in-kind donations, advising on the most efficient supply chain to be applied.
  • Support the supply and replenishment of mobilised items within the region from the globally pre-positioned stock, ensuring appropriate balance between specifications, value for money and speed of replenishment
  • Support IFRC and the National Society, as required and agreed with the Head of Region and SLSCM, with operational logistics activities, including global, regional supply, warehouse resources and mobilisation.

Strategy and Engagement

  • Participate in BRC Logistics and Supply Chain related risks and shared with BRC UKO, providing advice on the red flags.
  • Actively participate within the Logistics & Supply Chain Community of Practice, to share experience and learnings within and beyond their designated region.
  • Attend Major Programme Board (MPB) meetings as delegated by SLSCM.

Management of Internal and External Relationships and Partnerships

  • Coordinate with IFRC regional offices and other RCM partners on logistics services in disaster preparedness, emergency response, capacity strengthening, cash voucher assistance and surge.
  • Engage with internal and external partners in the humanitarian and commercial sectors within the region to promote RCM logistics & supply chain development and innovation.
  • Deputise for BRC SLSCM when required and agreed with HoR.

Qualifications And Experience


  • 4 years’ experience with Degree in Logistics / Supply Chain
  • 6 years’ experience with degree in other discipline and certification in Logistics / Procurement / Supply chain



  • At least 3 years’ Experience of working on similar position or role.
  • IFRC ‘Logistics Technical Competency Level’: Tiers 2 – 3 (*See below).
  • Significant experience of working within large and dispersed teams under pressure of time and constrained resources
  • Providing logistics technical expertise and guidance at all levels in operational contexts, preferably within the international humanitarian and development sectors
  • Working in logistics and supply chains in international contexts
  • Developing technical expertise in logistics and the delivery of related training programmes
  • Building organizational capabilities and operational capacity in logistics


  • Working in the humanitarian sector or international development sector
  • Undertaking monitoring, operational and commercial due diligence evaluations and impact assessments, solution design and implementation processes.
  • Supporting the procurement of service providers for cash and voucher assistance delivery within humanitarian response

Knowledge, Skills and Language


  • Considerable knowledge of supply chain management and logistics processes systems (procurement, fleet and asset management, warehousing, etc.) in a variety of contexts
  • Good understanding of humanitarian logistics and development sectors
  • Strong team player skills, with the ability to actively work at all levels within large dispersed teams with broad remits in complex and remote environments. Able to inspire, motivate and drive others in multi-cultural teams.
  • Strong analytical, solution design, influencing, communication, negotiation, coaching and mentoring skills
  • Able to think and operate constructively, logically and flexibly, within rapidly evolving situations, within pre-defined strategies, policies and practices, to apply technical and operational know-how
  • Sound financial management knowledge with ability to support the management of large and complex budgets
