Job Description

The Small and Medium Enterprises Development Corporation (SMEDCO) is advertising for the post of Projects Consultant on a fixed term assignmentthat will run for a period of 6 months. The Projects Consultant will assist SMEDCO to effectively coordinate the implementation of a new Loan Management System. Applications are thus hereby invited from suitably qualified and experienced personnel to fill the above- mentioned position. The successful candidate will be responsible for managing and coordinating cross-function information technology project implementation to ensure the timely delivery of the project within budgeted costs. In addition, the Project Consultant, will serve as a liaison between the business and technical aspects of assigned projects, monitoring project progress and setting deadlines. The incumbent will report to the ICT Steering Committee and will be based at Head Office, Harare. 

Duties and Responsibilities

  • Assist with the evaluation and matrix forvendor selection.
  • Lead in contractual negotiations and drafting.
  • Protect the Corporation contractually in contracts designing and signing.
  • Establishing and maintaining relationships with all stakeholders.
  • Establishing and maintaining processesto managescope over the project lifecycle.
  • Identifying and developing project requirementsto establish project deliverables.
  • Managing scope, scheduling, risks and costs throughout the project implementation and lifecycle. Constituting, managing and motivating project team members.
  • Performing quality assurance processes
  • Monitoring and assigning resources appropriately.
  • Developing project governance model to be used for the management of all projects in the organisation
  • Carrying out assessment of project progress and develop stabilisation measures where necessary and generating projects performance reports.
  • Developing and conducting training in Project Management. 

Qualifications and Experience

  • An Honours Degree in Computer Science, Information Systems or any other ICT related Degree.
  • Diploma/Certificate in Project Management.
  • Technical certifications in systems development an added advantage
  • A Master's Degree will be an added advantage.
  • 10 years relevantworking experience in a similar role or related environment.
  • 3 of the years must be in a managerial position.
  • At least 3 key references of managing a national systems implementation project.
  • In-depth knowledge of financial systems.
  • Good communication and reportwriting skills.
  • Knowledge of Board communications.
  • Project management skills.
  • Sound ICT technical competencies.
  • Familiarity with Agile and Scrum Project Management Practices is an added advantage.
  • Knowledgeand experience in implementing systems in government institutions.
  • Knowledge of the Public Procurement and Disposal of Public Assets Act (Ch 22:23) and regulations (S.I. 5 of 2018).
