Job Description
ZRCS is scaling up food assistance through the IFRC Hunger Crisis Response, to affected households suffering from high levels of acute food insecurity and protect livelihoods. Cash and Voucher Assistance (CVA) is the preferred response modality. Lifesaving essential nutrition health services need to be provided, complementing the cash transfer intervention and livelihood protection support for households with children under treatment. The ZRCS seeks a Project Coordinator who has overall responsibility of the budget and the management of the Action on part of the ZRCS undertaking the following duties and responsibilities:
Duties and Responsibilities
- Overall project management including planning, budgeting and reporting
- Prepares project plan of action and make follow ups on implementation.
- Prepares procurement plans for the project ensuring compliance to ZRCS procurement guidelines in all procurements (equipment, material, services, consultants)
- Develops a quarterly projection for funds and makes timeous cash transfer request to partners.
- Participates and represents ZRCS in CTP-related meetings, interagency technical working groups and donor meetings as agreed with the line manager.
- Engages various stakeholders relevant to the project and represent ZRCS as delegated at national, provincial and district level
- Ensures that the key stakeholders stay well informed about the Red Cross mandate and strategies, also in relation to the action.
- Ensures that monitoring data and information is used for learning and planning.
- Organize learning and knowledge management in relation to the project and organise/participate in workshops/events as per need
- Organises and ensures functionality of a feedback mechanism accessible by the beneficiaries and stakeholders
- Resource mobilisation through development of project proposals
Qualifications and Experience
- Master’s degree in disaster management, social sciences or related discipline
- Project management qualification an added advantage
- Minimum 5 years of professional experience of working in the field of Disaster Preparedness /Disaster Risk Management, development cooperation and/or humanitarian aid
- Experience in Cash Transfer Programming is an added advantage.
- Theoretical and proven knowledge of disaster management and resilience building frameworks in Zimbabwe
- Technical/professional knowledge within the areas of cash and markets with an emphasis on the ability to design and implement cash assistance interventions and/or market assessments and market based interventions (desirable).
- Knowledge and proven skills in project management and in planning, monitoring evaluation and reporting (PMER), including budget literacy, basic skills in financial reporting and competence in standard computer programmes
- Ability of mentoring others and acquiring him/herself news skills and approaches
- Commitment to RC/RC principles and the Staff Code of Conduct
- In-depth understanding of Protection, gender sensitivity, inclusiveness and climate change in Vulnerability and Capacity (VCA) and other assessments, and spearheading them cross-cutting through the Action.
- Valid drivers’ license, competency in safe driving and adherence to IFRC Driver’s Rules and Regulations
