Job Summary
Working under the supervision of the Senior Administrative Officer, the Fleet and Logistics Associate will be responsible for the efficient day-to-day coordination and management of all transport, fleet, and logistics related functions of the DREAMS-RISE Program. The position will also be responsible for the implementation of good fleet management practices and policy across all the RISE program offices.
Duties And Responsibilities
- Responsible for the day-to-day coordination and management of the RISE program transport and logistics department, ensuring that staff are properly allocated vehicles to discharge their functions to effectively achieve program goals
- Work with the Senior Admin Officer to design a suitably staffed and equipped transport function to support the RISE program’s vehicle operations and policies in line with ZHI’s vehicle management policy
- Develop and implement vehicle maintenance and repairs standard operating procedures (SOPs) to establish operational guidelines for scheduled and unscheduled vehicle maintenance and repair work
- Manage and be accountable for the vehicle fleet, ordering and inventory management of vehicle related parts and consumables, including fuel
- Focal point for all purchases in transport department, including raising of procurement request forms (PRFs) for vehicle hires, vehicle tyres, vehicle spare parts and vehicle repairs
- Ensure timely routine maintenance and repair of RISE program vehicles and generators, as well as follow-up with the finance team to ensure timely payments to vendors upon certification of completed job
- Keep accurate record and monitoring system on fuel consumption for all the RISE program vehicles
- Ensure that appropriate communications equipment is installed and functioning in RISE program vehicles to meet the operational and security requirements
- Monitor and control vehicle maintenance line-item expenditures to ensure they do not exceed budgetary allocations
- Inspect and record condition of vehicles, by maintaining weekly checklist file and ensuring that vehicles logbooks are accurately filled
- Facilitate and coordinate regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving, etc
- Prepare weekly and monthly reports on transport department, including fuel consumption report, maintenance report and discuss with Senior Administrative Officer for sharing with the RISE program leadership for apt decision making
- Maintain full and accurate inventory of fleet including motor vehicles, motorcycles, and generators
- Carry out random spot checks on all vehicles including those in the district offices for damages, tyres, equipment, mechanical defects, and fuel
- Ensure that all motor vehicles and motorcycles are properly insured with authorized/reputable insurance firms, and follow-up with relevant insurance firms for any claims resulting from accidents are paid in a timely manner
- Provide leadership, direction, mentorship, and supervision support to all the RISE program drivers to address their needs and concerns, as well as ensure they are discharging their duties effectively and efficiently.
Qualifications And Experience
- Must be a holder of a degree in procurement, logistics management, administration, or any other relevant discipline
- At least three years of hands-on fleet and logistics management experience in a fast-paced program/organization
- Must have a valid defensive driving certificate and a minimum valid driving license class 4
- Prior experience working with NGOs and USAID funded projects is preferred
- Prior experience managing drivers is preferred; Must be fluent in English (both written and spoken).
