Director - National Manpower Advisory Council (NAMACO)

Job Summary

Applications are invited from suitably qualified persons to fill the above vacant post that has arisen within the National Manpower Advisory Council (NAMACO) an equal opportunity employer. 

Reporting to the NAMACO Chairperson, the Director will be responsible for implementing the strategic direction of the Council through providing effective leadership in all facets of the Council. The incumbent will be accountable for the following: 

Duties And Responsibilities

  • Leads the process of development of sound and relevant NAMACO strategies in line with the mandate of the Council and cognisant of the evolving technologies and practices.
  • Leads implementation of the NAMACO Strategic Plan, including technical and administrative policies such as risk management and business continuity of NAMACO.
  • Oversees all NAMACO operations and business activities to ensure exceptional performance which is consistent with the overall strategy and mission.
  • As such, role is responsible for supervising and controlling all strategic functions and operational aspects of NAMACO,
  • Offers strategic direction to Secretariat on activities that aid NAMACO to provide appropriate advice to the Minister.
  • Leads the Secretariat through giving appropriate strategic direction, fostering effective human capital management practices and creating a conducive work culture that promotes exceptional performance.
  • Oversees budget and other operational processes in line with relevant statutes, circulars, standards, policies, regulations and so forth.
  • Ensures adherence to sound corporate governance principles and practices that ensure smooth functioning of the Council.
  • Responsible for leading the drawing up, implementation, and monitoring of policies to achieve a sound internal control environment that ensures compliance with internal control measures, procedures and policies, systems governing the Council operations.
  • Develops and implements NAMACO skills development strategies, aimed at improving internal capacity and competencies to generate requisite efficiencies and ensure advancement of human capital.
  • Under the direction of NAMACO Council, manages all stakeholders who are key in driving development of relevant capabilities that aid national economic growth. 

Qualifications And Experience 

  • A Master's Degree with relevant technical and/or administration/management area.
  • An earned PhD level qualification in a relevant area will be a distinct advantage.
  • At least 10 years' working experience, 5 years of which should be at Senior Management level.
  • Higher and Tertiary Education management systems knowledge is an advantage.
  • Sound working knowledge of the NAMACO and Zimbabwe's human capital skills landscape in the context of key national economic sectors
  • Good leadership and interpersonal skills.
  • Sound understanding of Public Sector management.
