**This position will be based in any country in East, Central and  Southern Africa where CARE US is registered. The successful candidate will be placed on a national contract and paid in the applicable currency, if a National of that country.

The Deputy Regional Director - Program Quality (DRD - PQ) contributes to the mandate of the Regional Office of developing a coherent approach and setting priorities to advance CARE’s vision and mission. The incumbent provides a range of strategic, programmatic and operational management support to country offices and regional teams, with a particular focus on programming in the SA region. A key function of the role is to serve as a connector of the country offices to the rest of the organization. S/he oversees program quality at regional and country level, including coordination of development and implementation of the regional roadmap, ensuring COs are advised and supported to develop quality and aligned CO strategies and related organizational change processes, building COs capacity for quality project design, implementation, impact measurement and Knowledge management, and leading regional engagements and relationship building with key actors for increased visibility of CARE SAROs work.

RESPONSIBILITES

STRATEGY AND PROGRAMS

  • Lead development and implementation of the regional roadmap in alignment and coherence with the CI Vision 2030, CUSA strategy and regional priorities.
  • Support development/alignment and delivery of COs strategies. Ensure localization and the locally-led, globally connected agenda are reflected in the WA regional roadmap and CO strategies and support its implementation at CO and regional level.
  • Support and ensure quality of regional programming, including efforts to explore new country presence in collaboration with Country Directors and ACD-PQs/Programs Directors.
  • Regularly assess CARE’s program portfolio in SA as well as the operational modalities and partnerships through which it is delivered and make recommendations for improvements.
  • Manage the region’s relationships with Technical Units, and support TU-country program collaboration to optimize impact on program quality within and across country offices.
  • Facilitate sharing and learning across countries and programs, and support programs to incorporate learning from SA and other regions into project designs.

IMPACT MEASUREMENT AND PROGRAM PERFORMANCE

  • Assist COs and sub-regions in assessing their programs to ensure they are conform to CI programming principles, frameworks and standards with emphasis on multiplying impact and innovation.
  • Support COs in putting in place appropriate impact measurement systems and support them in their operationalization in order to effectively and systematically capture and share knowledge.
  • Arrange appropriate capacity building opportunities in technical PQ areas for CARE staff and partners
  • Strengthen mechanisms for dissemination of information generated in the region to the wider organization.
  • Organize periodic learning events in the region around relevant topics in close consultation with countries, regional and relevant global teams.
  • Oversee the effective use of organizational performance systems (PIIRS) impact Data to ensure consistency across the region.
  • Carry out and/or coordinate country support visits on a periodic basis to review CO programs and offer suggestions to address areas of improvement.
  • Coordinate the regional Program Quality Forum to promote innovation, knowledge management and learning

TEAM LEADERSHIP AND DEVELOPMENT

  • Supervise and mentor PQ technical teams, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
  • Support the Regional Director in fostering an environment of cross-functional collaboration to break the silos within the regional teams and between the region and COs and the wider organization.
  • Facilitate close and efficient coordination of regional staff’s support to the country offices, and with headquarters departments on common PQ and operational issues.
  • Support implementation of a talent management and performance system for PQ staff
  • Identify opportunities for troubleshooting TDYs by staff in the region and encourage/facilitate those assignments.
  • Work closely and support ACDs-PQ in ensuring CI program quality standards are enforced a CO level and facilitate CO teams’ mutual learning and capacity building for improved program performance

TECHNICAL ASSISTANCE AND KNOWELEDGE SHARING

  • Arrange appropriate training sessions in technical areas for CARE staff and partners.
  • Acts as a conduit and a connector between country teams, CI and external centers of excellence.
  • Maintain close contact with program staff in CI and headquarters and assist COs in accessing assistance from those staff.
  • Facilitate access to technical assistance that is required by COs in the region: coordinate technical assistance to countries beyond regional functions by engaging and liaising with relevant CMPs, the PSI and IFS Teams and COs (peer support) to discuss potential role-sharing of regional or field-based TA and peer support among countries
  • Assist TAs/consultants in understanding CARE’s programmatic approaches and ensure they stay current with CARE priorities.
  • Sponsor and facilitate regional program quality forum
  • Ensure dissemination of relevant emerging program quality topic from the wider organization
  • Engage with internal (including other CI members) and external networks, teams and individuals that are relevant to organization

REGIONAL NETWORKING, INFLUENCE AND PARTNERSHIPS DEVELOPMENT

The Incumbent will actively contribute to strengthening the linkages between program and program support and ensure communication and cooperation within the region and between the region and the wider organization around Program Quality issues.  S/he represents CARE at the regional level and beyond and facilitates effective engagement with CI program outcome leads, with strategic partners, donors, social movements.

In terms of regional partnership development and influencing:

  • In close collaboration with the DRD/PS, advise on go/no-go decisions regarding pursuit of WA funding opportunities.
  • Lead the region’s engagement with the IFS Unit on matters above the individual project level.
  • In coordination with colleagues, engage in a strong regional-level (and beyond) representation with donors, intergovernmental bodies and other actors operating in the region
  • Strengthen regional engagements with international and local NGOs, WLOs/YLOs, and social movements in the region and globally to collectively advance a joint policy advocacy and influencing agenda, and raise the organizational profile among regional and global platforms/forums.
  • Participate in shaping policy positions and advocacy messages pertaining to the overall humanitarian and development situation and CARE operations in.
  • Support and guide implementation of non-traditional partnerships in line with Vision 2030 and the new CI Partnership paper

QUALIFICATIONS

  1. Master's degree or equivalent in relevant field
  2. PhD in relevant field would be an added advantage
  3. At least 5 years experience in strategic and operational management - including innovation and leading in Program strategy, design and implementation
  4. Skilled in coordinating networks and building synergies across teams
  5. Advanced written and verbal communication and Facilitation skills.. Strong consensus building skills
  6. Strong demonstrative experience in change management including strategic and business planning and leading organizational transformation
  7. Familiar with Humanitarian Programming and inter-agency coordination systems
