Section 154 of the Constitution stipulates that the Clerk of Parliament and other Staff of Parliament are appointed on terms of conditions of service approved from time to time by the Committee on Standing Rules and Orders (CSRO) and are Public Officers, distinct and separate from the Public Service. These appointments are on an open, performance based contract subject to the provisions of the Officers of Parliament (Terms of Service) Regulations, 2018, as amended from time to time.
Applications are therefore invited from suitably qualified and experienced Zimbabwean citizens below the age of fifty (50), with a clean security, disciplinary, criminal record, to fill the permanent establishment vacant position of Accounting Analyst. Candidates with a good knowledge and practical application of Quality Management Systems (QMS) in particular ISO 9001:2015, will have a distinct advantage.

Job Description
11.1 Maintaining and updating information on the expenditure framework both short term and long term;
11.2 Conducting analysis on the ministry’s performance reports and derive policy implications thereof;
11.3 Tracing and analysing allocation of public funds, including supplementary and re-allocations to sectors related to the achievement of the SDGs and
national Economic Policies;
11.4 Analysing the economic and functional classification of actual public Expenditure;
11.5 Ensuring information required for making budget projections is collected;
11.6 Assisting the Budget Committee conduct public hearings as per the provision of the Public Finance Management Act;
11.7 Assisting the Budget Committee and other Portfolio Committees to analyse monthly, and quarterly reports from ministries on budget
performance and the mid-term fiscal policy review statements;
11.8 Conducting analyses on budget output and outcomes; and
11.9 Performing any other duties assigned by the Director Budget Office
Minimum Qualifications & Experience
- A Bachelor Degree in Accountancy, Business Studies or Commerce with a major in Accountancy; CIS, ACCA or CIMA;
- At least two (2) years relevant experience in a public sector accounting environment;
- Sound knowledge Committee Systems, Parliamentary Procedures and Public Finance Administration an added advantage;
- Knowledge of operations of Parliament
- Active Membership of a registered professional Accounting / Auditing Body
- Creativity and effective communication skills.
