Accountant (x3) - Parliament of Zimbabwe

Section 154 of the Constitution stipulates that the Clerk of Parliament and other Staff of Parliament are appointed on terms of conditions of service approved from time to time by the Committee on Standing Rules and Orders (CSRO) and are Public Officers, distinct and separate from the Public Service.  These appointments are on an open, performance based contract subject to the provisions of the Officers of Parliament (Terms of Service) Regulations, 2018, as amended from time to time.

Applications are therefore invited from suitably qualified and experienced Zimbabwean citizens below the age of fifty (50), with a clean security, disciplinary, criminal record, to fill the permanent establishment vacant positions of Accountant (x3) – Bank Reconciliations. Candidates with a good knowledge and practical application of Quality Management Systems (QMS) in particular ISO 9001:2015, will have a distinct advantage.

Reports To                 :           Director Finance

Job Description

Reporting to the Director Finance, the successful candidates will be responsible for the following:-

15.1     Assisting in the preparation of financial statements for submission to Treasury and the Auditor General.

15.2     Assisting in the preparation of monthly, quarterly, bi-annual and year-end statutory expenditure returns.

15.3     Assisting in the preparation of budgets and consolidation of institutional budgets in line with Treasury guidelines.

15.4     Preparing of cash-flow targets for uploading onto the PFMS

15.5     Processing of foreign travel allowances for Members and Staff of Parliament.

15.6     Processing of virements and monitoring expenditure.

15.7     Carrying out monthly bank reconciliations

15.8     Assisting in the management of the financial affairs of the CDF

15.9     Releasing of funds into the Paymaster Account.

15.10   Assisting in the payment of the monthly salary bill.

15.11   Attending to audit queries

Minimum Qualifications & Experience

  • A Degree in Finance /Accounting or Business Studies;
  • Full CIS / ACCA / CIMA / Equivalent
  • 2 years relevant experience;
  • Sound knowledge of the PFMS;
  • Assertiveness and well developed presentation and communication skills;
  • Ability to work under pressure;
  • High levels of integrity and professional ethics;
  • Computer literacy;
