Japajapa Urges Commanders To Deal With Rogue Soldiers

Civil Society Organisations (CSOs) president Paddington Japajapa has challenged service chiefs to urgently find effective ways to combat the rampant armed robberies and other criminal activities involving uniformed forces.

In a statement, Japajapa, who is a former liberation war detainee and war collaborator, implored Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri, Zimbabwe Defence Forces (ZDF) Commander Phillip Valerio Sibanda, Zimbabwe National Army (ZNA) Commander Lieutenant General David Sigauke, and the Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga to implement security sector reforms as a matter of urgency. Said Japajapa:

CSOs are calling upon the government of Zimbabwe to urgently make security service sector reforms, otherwise, Zimbabwe shall continue to be one of the most dangerous places to live in.

Reorient and reintroduce strict disciplinary measures to all serving soldiers and police officers.

Many officers in the ZNA and ZRP have become a security risk to the nation’s citizenry.

Instead of citizens feeling confident and comfortable to co-exist with ex and serving members of the security forces, the opposite is now happening.

Japajapa’s comments come after several serving members of the ZNA have been implicated in a number of armed robbers across the country.

Earlier this month, retired police detective Joseph Nemaisa was engaged in a fierce shootout with five armed robbers at his home in Chadcombe, Harare.

Three of the robbers were serving members of the Zimbabwe Defence Forces, including one who was on duty.

Nemaisa shot and killed three of the robbers, while the two who escaped were eventually arrested.

CAMARADA JAPAJAPA IS VINDICATING WHAT I HAVE ALWAYS BEEN SAYING ABOUT THESE ARMED ROBBERIES THAT SECURITY AGENTS, ARMY AND POLICE, MUST IMPROVE THEIR PERFORMANCES.

IT IS COMMON KNOWLEDGE THAT FIREARMS ARE KEPT UNDER LOCK AND KEY IN ARMOURIES. THEY ARE ISSUED TO MEMBERS ASSUMING DUTY WHO SIGN FOR THE FIREARM AND AMMUNITION. ON COMPLETING DUTY THE FIREARM AND AMMUNITION ARE HANDED BACK AND SIGNED FOR.

WHERE THE FIREARM AND AMMUNITION ARE NOT IMMEDIATELY RETURNED TO THE ARMOURY, BUT USERS CHANGE DUTY, THAT MOVEMENT OF THE FIREARM AND AMMUNITION IS SHOWN IN THE BOOK PROVIDED FOR THAT PURPOSE.

THE PROCESS I HAVE DISCUSSED ABOVE IS WATERTIGHT. IT CAN NOT BREACHED EASILY. THE PROBLEM LIES WITH THE SUPERVISION. IT IS NOT WATERTIGHT.

IDEALLY A GUARD POINT MUST BE CHECKED EVERY 30 MINUTES TO MAKE SURE THAT THE POINT IS NOT DESERTED OR THE GUARD DOES NOT SLEEP. ADEQUATE SUPERVISORS MUST BE DEPLOYED.

SO FAR ARMED ROBBERIES WE HAVE READ IN SOCIAL MEDIA WHICH INVOLVE ARMY AND POLICE PERSONAL SOME WILL HAVE ABANDON A POST WITH INTENTION TO GO BACK TO THE POINT. THIS IS AN INDICATION OF POOR SUPERVISION.

THE OTHER POINT I ASK COMMANDERS TO LOOK AT IS THE COMPOSITION OF THE ARMED ROBBERIES TEAMS. NORMALLY THEY ARE COMPOSED OF A MIXTURE OF SERVING/FORMER POLICEMEN, SERVING/FORMER ARMY SPRINKLED WITH CIVILIANS.

THESE GROUPS ARE SKILLFULLY ASSEMBLED. THEY KNOW THAT THEY NEED SKILLS FROM THE ARMY, POLICE AND CIVILIANS.

I HAVE CONFIDENCE IN OUR COMMANDERS. THEY WILL SURMOUNT THESE CHALLENGES.
