HCC: Only Fines And Penalties Were Increased By Between 300 To 400 Percent

Harare City Council (HCC) has said the 2022 budget only increased fines and penalties by between 300 to 400 percent to discourage illegal activities. The local government authority said this means that residents who remain within the confines of the law will not be affected by the charges that are meant to be deterrent. Residents who use 5 cubic metres equivalent to 25 200 litre drums will pay the following:

Charges for clinic and hospital services have not been increased to promote access to health by all.

Fines and penalties have been increased by 300-400% to promote compliance and stop illegal activities.
