Civil Servants Are Handsomely Paid - Mthuli Ncube

Finance and Economic Development Minister Mthuli Ncube says it is not true that civil servants are underpaid. He said that their salaries were above the poverty datum line (PDL).

Ncube on Wednesday said 53% of the country’s budget was being spent on government employees’ salaries.

He said this while addressing Parliament where he was quizzed over civil servants’ low salaries. Ncube said:

So we have responded to that and there is a misnomer or rather a misleading contribution from some of the honourable members who ignore the US$175 that we are paying to civil servants and only focus on the Zimbabwe dollar question.

If you include the US$175 per month, the average earnings for civil servants come to US$297 at the current exchange rate, which is in line with the PDL of July which is at US$285. So it is perfectly in line with the PDL for July 2022.

Teachers, who form the bulk of civil servants, earn around ZWL$60 000 plus US$175 in allowances while nurses earn about ZWL$215 000 which includes various allowances, plus the US$175.

According to statistics availed by the Zimbabwe Statistics Agency (ZimStat), the PDL as of July stood at ZWL$140 000.

The official exchange rate currently stands at $494 to US$1 and anything between $750 and $850 on the parallel market.

Meanwhile, Zimbabwe Teachers Association (Zimta) secretary-general Goodwill Taderera criticised Ncube’s remarks. He said:

Government is taking advantage of us. They (authorities) are taking advantage of our understanding.

They themselves do not get the kind of money they are giving us. The PDL is not a living wage.

Ncube saying our salaries are above the PDL is not fair on us civil servants. When we talk of salaries, we should not compare them with the PDL.

When we talk of salaries, we are talking of a living wage. We talk about what is happening on the ground, not just talking about figures from nowhere.

As far as we are concerned as ZIMTA, we are receiving less than the poverty datum line. We are supposed to be getting around US$804.

Zimbabwe Congress of Trade Unions (ZCTU) secretary-general Japhet Moyo said Ncube was out of touch with reality.

I have always asked why His Excellency Advocate President ED Mnangagwa went all the way to Switzerland to import Muzvinafundo wemari Mthuli Ncube. He is out of touch with realities on the ground.

Him and other elites are getting salaries which are above poverty datum line. The majority of civil servants are wallowing in deep poverty.

Mr Mthuli how can you expect govt workers to survive with such small amount of money. They have bills to pay school fees to pay n they have to buy food so do you think this money is enough? it only takes a selfish person to say that , put your self in their shoes Mr Mthuli ncube and see the reality. nikani abantu imali ekhanyayo liyekele ukube litshontsha lisidla lodwa imali

Should a finance minister be saying this? Is he intimidating the public service minister from approaching him and telling him that civil servants are wallowing in poverty, and the few who seem to be living descently have other ways of making money or are being supported by relatives and friends in the diaspora? Can he retract his statement, and, having been a banker and owner of a bank before, review his statement after checking how many of those he says are well paid have anything left as savings in the bank accounts which are only used for receiving the pay. You can only say people are well paid if they are able to have something reasonable left every month to be added to savings. The policies the ministry makes takes back most of what the workers get.

"There are three types of lies - lies, damned lies statistics". Mthuli is being economic with the truth.

Poverty Datum Line (PDL) is statistically the barest minimum earning to achieve bare sustenance. In other words, that is the least for someone who is working for another. In real terms a domestic worker/maid/gardener is normally considered as the least paid employee. Now, if the barest minimum for an uneducated, unskilled maid is YS$285, at US$290 teachers are almost as destitute as domestic workers.

How that makes them 'handsomely paid' in Ncube's eyes boggles the mind and defies logic. Mthuli is certainly not from Earth. He is from Mars and should return there, pronto.

The plight of educators is an international problem. If you are not satisfied by your earning why not just change trade and go to where you think is lucrative ...problem solved. Our finance minister is content that as long you are living above the poverty datum line with all due diligence you are OK ... ( Such a mockery to a profession) ....
